Selangor is the center of biotechnology and information technology in Malaysia due to the co-location of Cyberjaya and Bio Valley in the state.

The SBS is the policy document that provides the framework for the development of the framework for the development of the biotechnology and life sciences in Selangor. It is built on the National Biotechnology Policy-Excellence, Facilitation, Accountability and Partnership.

The mission of the SBS is to explore and capitalize biotechnology opportunities in academic, public and private sectors and utilize these opportunities for the development of biotechnology in Selangor.

The goal of SBS is to attract investors and partners to participate in the development of biotechnology industry in Selangor and to commercialize biotechnology base research from universities and government research institutions.

SBS in managed and coordinated by UNISEL through the Biotechnology Business and Entrepreneurship Development Centre Selangor. The activities of SBS will be implemented under the Centre 3 core programmes:

- information, promotion & partnership
- Business, entrepreneurship & development
- Training & education

Bio-IT Sel is an integrated and information technology park/cluster, which provides opportunities for biotechnology and IT companies to be located in the same area and to develop networking. The centre will focus on integration of IT across all sectors of biotechnology. The centre will be located in 50 acres land that will house the Biotechnology Business and Entrepreneurship Development Centre Selangor.
